I would however look into why your CPU usage is all over the place, I never found DooM to be that phsyically CPU demanding, and sat at a pretty flat usage.

Even FX8350 doesn't hit %100.
Something is deff wrong my quad core nor my ryzen hit 100% usage thats at the fps cap at 1080p are you sure something wasnt running in the background?

Hm not the perfect comparison but shows the point rx 560 and a 1300x its not hitting 100% so id say yeah do a restore point or run malwarebytes or something and check for viruses malware etc
It shouldnt bottleneck in any game right?
Pegging at %100 is unusual but %70 - %80 seems normal for that cpu,edit, in that game ^..
