RTX 2060 can play 1440p comfortably with 60+ fps, it has pretty much GTX 1070, Vega 56 performance, more then enough for 1080p.
AMD stock coolers are actually quite decent especially compared to those of Nvidia. The 5700 has respectable performance and is relatively quiet. AMD however does use a graphite pad instead of thermal paste which hurts it's cooling performance. So if you go for a reference 5700 and feel like doing some tinkering on the card I recommend swapping the pad for paste. Be aware that doing this might void warranty with cards from certain manufacturers.
You will have to decide if it's worth paying double for Ray Tracing. A feature which barely anything uses, provides only slightly graphical improvements and destroys your gaming performance.
Also AMD does have ray tracing. And it's all open source unlike the Nvidia RT malware. It's ray tracing tech is just not aimed at consumers, it's aimed at prosumers.

I have never seen anyone push for AMD RT yet. You know why? Because it's useless for gaming. Look past the Nvidia marketing.. RT in it's current state is useless for the average user. It's drawbacks aren't worth the minuscule gains.
Your comment appears to me as very biased towards Nvidia for no reason other then "AMD does not have ray tracing" which is an incorrect statement.
But, there's that sharpening feature thing that AMD recently put out, it's actually really good.
Although, you may be able to do that with the Vega series, I don't exactly recall.
Dont overlook the Vega 64.
I use it as a daily driver for 4K/60 High/Ultra without issues in most games, with very few requiring anything lover than a step below top on settings.
