Honestly, that 40 dollars could go to an SSD, or even a better GPU. Or even 'just the little things' like, a mouse, or a case fan.
I really don't think (IN THIS INSTANCE) that 40 dollars is worth ''a couple of frames.'' And I don't think anyone else with the 'budget' view in their head would as well.
Don't get me wrong, I'm all for performance, I prefer Intel myself for the performance reason. I would by an i9-9900k if I had they money. But, you've gotta look at it from a realistic standpoint.

Yea, ironically the cheaper CPU would actually render faster. I made that point though because that performance for a freelancer or professional might very well be worth it, even at a premium. And that kind of value judgment is easier to justify than just wanting more sweet frames, not that wanting those extra 2 FPS is an invalid reason - it's perfectly valid. But it just speaks to how you value those dollars rather than simply profit and loss.
Most people wouldn't pay more than a few bucks for a bottle of water, but a man stuck out in a desert would pay everything he had. The bottle of water didn't change, but the valuation of it did.
Just get the 1600
CPU wattage makes no real difference, it's GPUs that take up the most
It is up to the person to decide, call me strange, but I default to 'best value for money', unless stated otherwise.
And, besides, if anyone wanted best performance, they wouldn't be buying an i5 lmfao.
Go for the 1600/x on a B450 board. (Asrock B450 Pro4, it's the best you can get on a budget, and will give some headroom for higher end parts.)
They use less, not that it matters for most users.
