Here are the specs: 1070 has 2 GB more VRAM but the 1660ti has higher boost clocks. You can check some comparatives on YouTube if you search also.
Ultimately, you should check the requirements of your games, and really consider the current shortage. Do you intend to upgrade to a specific rtx model as soon as possible or is this gpu for keeps as long as possible? My bias: if they're comparable, buy the more modern one.

If you are buying laptop then those are mostly with GTX 1660 Ti.
Currently it looks like world is gone end sooner then things going back to normal.
the 1660ti is ever so slightly more powerful then the 1070
talking 3-5% at most
it's also more power efficient but not by alot
they both require the same 8 pin connector
1660 ti 130w
1070 150w
the 1070 does have an additional 2gb of vram,
though, in games for 1080p or even 1440p
you'd be hard pressed to hit that 6gb vram limit on the 1660 ti
even then the card will be compute limited before vram
they both aren't amazingly powerful
lastly, getting a new 1070 in box unopened is
gonna be hard at anything reasonable, nvidia stopped making them a while ago now
so you'll most likely have to go used,
if they are the same price
then i'd go with a new 1660ti over a used 1070
that said tho, you might be able to find a 1660 super
for cheaper. it's only about 5% slower then a 1660ti
with a simple 50+ core and 150+ memory you would match/out preform it.

1660 Ti died once the 1660 Super came out.
And we'll be lucky to see this happen even by mid/end of 2022
