Since you are saying you can effectively get the upgrade for $100, it's probably worth it, especially with today's pricing. It's a relatively small increase, but a small price.
And if your PSU is handling an RTX 2070 Super, it'll handle the RTX 3060 Ti fine, as it should use a bit less than it.

That being said I hate scalpers in general for inflating pricees :)
Even the totally BS GT 1030 goes for double the MSRP, do the math.
People looking at 3080 Ti already, this comes out in May. You can get an evga membership in order to jump onto a 3080 Ti PreOrder priority list.
3070 is hard to find and will very soon be replaced with 3070 Ti after the 3080 Ti release in middle of May
