I wouldn't go below 24 inches.
Also ensure that it at least has Freesync and is "Gsync compatible"

Size depends on how close you sit to the monitor, the 100 ppi target everybody recommends assumes the monitor is quite close to the edge of the desk, right in your face. If you like having the monitor further back with space between it and the keyboard for your phone, a drink, a pen and pad, go for 27".

Okay, lets say it was 200-300, what is the best one i can get?
AOC 24G2 is a popular option in that price range.

I would not trust any cheap 144hz monitors. That means they have taken a short cut to reach 144hz for cheap. Its like trusting a cheap 700 watt power supply. What short cut did they take to clam 700 watts. You get what you pay for.

I strongly disagree, because cheaping out on a power supply is vastly different from buying a more affordable display. A real cheap PSU can seriously screw up your day, while a cheap monitor could still be very usable for years without even realising that there's anything wrong with it.

Where you might lose with cheaper monitors is:
1. Panel quality (might have slightly worse response times than other panels of the same type and model, for example)
2. Higher risk of defects, but not much, and even high end monitors that cost 3x as much (if not more) can come with defects anyway. I have an ROG STRIX monitor that costs a lot more than most other 1080p 144Hz panels these days and there's a weird defect where if you bump the monitor hard enough or mess with the power cable, the display glitches out. That is from ASUS' TOP END series of displays.

As long as you're picking the display specifications you want, it really isn't going to make a difference whether the monitor is 200$ or 2000$ because most of it is the same crap internally; most of the actual difference is going to be in the panel model (even then, most displays come with a panel made by one of the less than a handful of manufacturers, like LG, Samsung, etc.), and the branding.
AOC's 24G2 is a wildly popular cheap monitor, often described as the best 1080p 144Hz panel on a budget, and it sells out quickly sometimes, so a LOT of people have them. There's nothing wrong with it just because it's cheap. Based on customer reviews I've seen, problems are not common at all, which kind of nullifies the concern that "cheap is bad."

I got a MSI MAG273R. It's 1080p 144hz. It's basically HDR, but obviously not to the fullest truest HDR there is I guess. So far I've had it a month.

Pros...

Colors really "pop"
very good refresh rate
adjustable height
very convenient options navigation button on the back (instead of guessing what buttons do what)

Cons...

bezel is deceiving, take another couple centimeters or whatever off the screen to see exactly what you'll be looking at
usb ports are hard to access (but at least they are there for USB devices you don't use much and don't want to turn off when you power off the monitor)
RGB lighting on the top back side of it isn't very bright. (didn't buy it for that so oh well, but some people might care).
