Even if this CPU have only 4 cores, that doesnt mean it is bad. You still can run games with 60FPS Avg, even Cyberpunk. If you have RTX GPU the DLSS option enabled this can bottleneck it in some games.
Now a 7700K is faster than a 4770K but these new 30 series GPUs(and I am assuming 6000 series from AMD) are pretty powerful compared to older generations. I think you really will want a 9th generation and/or newer Intel or equivalent CPU matched with something like a 3070 or more powerful GPU.
I ended up building a new PC around the 3070Ti. I got a 10700K on sale and built from there. The 10700K is a great CPU and really allows the 3070Ti to opoerate at its full potential. Now I game at 4K but even at 1440p(which the GPU is probably best at) I see no CPU bottleneck. But I did notice that at 1080p, the 10700K, still bottlenecks the 3070Ti some. Not much but it is noticeable. But a 3070, or similar, isn't really designed for 1080p gaming. If only gaming at 1080, I would recommend a 3060 or lower card.
