As of now, no ARM version of either Steam nor SteamOS exists.

If you have a PC that has Windows installed and has an Nvidia graphics card, you may wish to look into Moonlight instead. Some more details can be found here: https://pimylifeup.com/raspberry-pi-steam-box/

No. The Steam client is x86 only and the Raspberry Pi is ARM. In theory you could run steam through an emulator but it would be way too slow to be usable. You could install Limelight (if you have an Nvidia GPU) which lets you stream games to a raspberry pi however. Otherwise you would need an x86 device to install steam like some of the intel competitors to the Pi.

I understand folks wanting to try to make the most out of a Raspberry Pi but yea it being ARM kind of limits it alot.

Given various sales and other options; I would just look at Steam Link or NVIDIA Shield, Shield Pro, Tablet K1; they are very affordable and can do the job well enough for Game Streaming. The more expensive options above what a Steam Link costs might be ideal pricing for all; but also consider what those other devices can offer/allow for besides Game Streaming.
