For most Laptop Webcams, they will not appear there, but they should be listed via Device Manager. For after-effects, many Laptops have branded software for that, such as "YouCam"

But overall, you can configure within an App itself that uses a Cam, such as Skype for example.

Check the Laptop makers site (enter your model for defined support) and then see if there is updated Drivers/Software.

"play" with Fn + Cam buttons
if it not help and Cam not present in device manager - it's dead

this is exactly what happens, once it is no longer displayed in the control panel in the manager, everywhere, and nothing does not help

P.S. you need not only Cam driver, TouchPad driver, Chipset driver, Energy Management Driver, visual c++ & .Net + software installed for proper work Cam in laptops

Well I did have an instance a few times with various Laptops where the internal webcam went missing; somehow got removed, but then refused to come back via Device Manager; but unless it was actually a dead/faulty camera, usually a clean install of the OS can possibly solve that; which was the case most of the time for when I've personally seen this occur. Which is something I have found quite typical for say Dell/Alienware; because they generally do not provide any 3rd party/stand-alone Driver; it relies mostly on just a generic plug&play HID Camera Driver from WinOS (at least as far as that OS goes for most internal webcams)

HID-camera to be displayed in the Device Manager and Windows Explorer, see HID devices or scanners...

Incidentally, W10 problem that kill / disables these cameras already fixed?

from inexpensive notebooks problem with the camera is very common, the cameras are connected via an internal USB, and either fails pair of resistors connected to the protection of the port (eg overheating) or the trail to the camera - but in this case there are problems with the built-in display, because both cables wrapped one shielding tape.

Camera may be lost when using a dual-boot with Linux - the operating system interact differently with BIOS \ UEFI and devices, switched off in Windows in Linux are not switch on, idk why

Then what is the full model of the Laptop?

Also in Device Manager, click VIEW @ top > Show Hidden Devices
See if then you are able to see/find that device.
