Anyway if he just reinstall Windows on the same machine won't it activate all by itself over Internet and some data/hash from his motherboard / TPM / hardware?
Either an OEM Windows 7 Pro or Windows 10 Pro. If the OP is only intending to use the computer for home use and play games, Windows 10 Home would suffice. Waste of time paying extra pro when most people don't need it.

other options against the rules
Organizations (like DoD) have rules and so does Microsoft regarding Bulk Keys (MAK) for Businesses.
If the system is to be re-used outside of the Organization, then the Drives should be secure-wiped and then provided a new Product Key in order to keep using that OS outside of the organization and/or organization's network (which the user might need to purchase themselves) in order to best transition that system from "Office" to "Home" ~ or for any re-sale purposes.
Usually when someone like DoD gets rid of systems (which alot of organizations do via auction for upgrade purposes) they generally will destroy the HDDs and not contain those with such a system; as per security protocols.
