pci-e x16 3.0 running at x16 1.1
Sometimes I turn on the PC and pci-e x16 3.0 running at x16 1.1 and sometimes x8 x4 x1 restart or withdraw and put the card in place and go back to x16 3.0, something wrong with the video card? GTX 650 ZOGIS

The gpu will ramp up to full power when needed and slow down during idle time as is normal. If you think its an issue then test with gpuz using a render test. Also make sure its not in a shared slot with something like an nvme drive.

sounds like buggy BIOS, you could go in and change the slot from auto to force x16 3.0
I doubt there would be any performance impact on a 650 though

No it does not.

Click the ? next to where it says x 16 1.1 and start a render test. The bandwidth should increase to x16 3.0 when under load and if it does then its working as intended and its good.

I started a rendering test and the bandwidth didn't go to 3.0, I had to restart windows to go 3.0 and sometimes I need to remove and put the video card back

My next would be to update chipset drivers for motherboard, check for bios update first.

this also happened on this computer, gpu must have some problem

Yeah, I always run with high performance profiles and never see this drop on any of my PCs under Windows 7 nor Windows 10, but at the same time, it's probably not a "problem" to be doing so when not under demand, especially for a GTX 650 as it doesn't need all of the bandwidth that generation 3.0 at x16 provides.

Just check the gpu using GPUZ and click the Sensors tab. Then run a gpu stress test or benchmark, such as MSI Kombuster and see if the gpu is outputting fully like it normally should

click the ? under the amd/nvidia/intel logo
then start render test
