Check out your CPU frequencies and temps. Also check out your mobo's NB and mosfets temps. AM3+ mobos have a lot of issues, and the FX CPUs also have low per-core performance.

Single thread or not it shouldn't be that bad, csgo plays on most potatoes even my old x4 965be / r7 265 could pull off 100+ fps in csgo 1080p.

I suspect at least part of the problem here is the cpu. FX-8xxx was never strong on single-core performance, and all of the games the OP listed benefit from good single-core IPC.
I dual-boot Windows and Linux with Radeon. Linux does not generally perform better in games than Windows. Claims that it does are probably newly-minted Linux fanboys emoting after LTT declared Linux "the future of gaming" (it isn't imo).
No, not for real. Three quarters of the hardware forum regulars don't even own a Radeon gpu. If you wanted to play games like Control you'd find your RX 470 pushed hard, but it's plenty for Valorant, cs go etc at 1080p.
I suspect your cpu is holding you back a bit. And you could be joining lobbies with a poor connection, which would result in frame-dips that have nothing to do with your PC. Also make sure all the Radeon bs is turned off (Anti-lag, Chill, Boost, Enhanced Sync, Instant GIF, In-Game Replay, Metrics Overlay).
