But that aside, as stated, yes, a low profile GPU will fit in the system stated, and the stock 240W PSU will be adequate for it. Just ensure that it has a low profile bracket; usually they do but sometimes (more commonly in the past) they did not. The card will usually come by default with the full height bracket attached, and you'll need to swap it out.
But, if you already have it/purchased it, yes it will fit and work, so you can try and see for yourself. If it gets better results to the point you're happy with it for the cost, that is what matters.
