Still, if I were you, I'd read up on reviews and find out more about whether the MSI H310 Pro-VD can handle higher end CPU's well, and IF it can, I would suggest a better cooler since a more powerful CPU would suck more power and hence, more heat. How old is your PSU? I'm not entirely sure whether a new PSU would be required, would wait for PSU gurus to advise you on that as I'm not familiar with Intel CPU power requirement.

and on amazon/newegg every 3600 is like 300+ alone for just the CPU.
an i9 9900k is probably going to throttle with my board,
i couldn't find anyone using an i9 9900k with my h310m but i
did find someone using a h410m with an i9 10850k

after a few benchmark runs the CPU was throttling to base speed
the VRM's were hitting over 100c,
but that said, i'v seen benchmarks of other "higher" end cpus
such as the i5 9600k,i5 8600k/i7 9700k/i7 8700k
and they run fine at base speeds in the h310m,
looking on amazon and newegg, currently the CPU's under $300 CAD that will
work with my motherboard are
i5-9400 $179.99
i5 9500 $220.99
i5 9600k $285.99
All of the i7's are way over $400 right now,
on the 10th gen intel stuff
there's also the i3 10100 for $169.99 or i5 10400f for $201.99
they would need a new mobo and the Cheapest LGA 1200
motherboard is $130.99 for an h410m MSI (same board i have rn but with an updated socket)
would total $300.98 for the i3 and $332.98 for the i5 (without tax/shipping costs )
On Ryzen
i can't find anything that would be an upgrade for $300-$350 including a mobo.
at all. the 3100 is $240 and the 3600 is over $300
all the ryzen CPU's are honestly pretty overpriced atm.
Edit: i forgot to add but my PSU is around 6 or 7 years old at this point,
it took the 2060 just fine so i would assume it should be alright for a modest CPU
upgrade.
9 gen intels are expensive tbh and 10 gen is so cheap.
Your budget won't allow swapping to another gen.
Or budget out about twice that and jump to a whole new build with mobo, cpu, ram on Ryzen or Intel...

If you can find a Core i7 8700K (6/12) or Core i7 9700K (8/8) in there that'd probably be your ideal option without changing motherboard (given a Core i9 9900K is probably not going to work), although I'm not sure how well the board and VRMs would take even those, and it sounds like they are out of your price range anyway.
So I'd say Core i5 9400 or 9500 and keep the difference in savings.
The i5 9400f is $260cdn your better off pinching $ untiil you've got enough for 8core/16 thread be it Intel or AMD,
