80c is ok
90c is hot
100c is max
NVIDIA GPUs do not like being above 85*C really. Below this its totally fine.
Without editing the fan curve with something like MSI Afterburner, yes its normal.
Its why I turn GPUs into a Hybrid, or buy the EVGA Hybrid models.
That way all I ever get is around 60-65*C max
Flash a proper firmware to the gpu where this has been turned off.
It really doesn't matter. A 3rd party branded GPU could easily have hard-coded settings in the GPU firmware. On the FE cards, yes the firmware is set normally to not push the fans to 100% til above 80+ *C. And the thermal throttle is based on the Boost Clock and/or Power Boost. For example; 85*C @ 100% Power Limit and 91*C @ 110-130% Power Limit.
