RTX 3070 with TX650M
Is it good to use above PSU with RTX 3070?

Yes, it'll be fine unless you're running a CPU that's drawing 250W+ and the rest of the system is also drawing a lot of power which is unrealistic.

The 3070 FE model can draw up to and around 300W by itself. With most configurations, 650W is more than enough.

TDP is not a maximum power draw value if that's what you think it is. Power draw can easily exceed that because TDP is just selectively picked based on what a company wants to advertised as far as CPU and GPU cores are concerned.

Example: 105W CPUs like the 3900X can use easily up to 142W at stock, and with PBO enabled, that number can reach over 200W in some cases.
