I have a Gainward RTX 3090 Phantom GS with PSU 1250W Gold.
My 850W PSU has at RTX 3090 max power shot dawn.
+100w cpu
+100w mobo+drives+fans+usb etc...
+100w overhead
= 620w minimum with a quality psu
nvidia lists 750w to cover lower quality overrated psus
evga 650w should be able to run it, but its never good to run a psu at max output for long periods of time
psus efficiency drops over 90% load
most are best around 50-70% loads
520w (load) / 70% (load efficency) = 742w (psu rating)
My 9900k and 3090FE only pull around 600w from the wall OC'd, it'll only pull crazy power if you power mod the cards, then the 3080/90 could pull upto around 7-800w, if your not doing that 850w is plenty unless you also run a high end cpu (doesn't apply to op) or one of the new TEC coolers.
NV says 750 min, and thats an outright lie.
You can get by with marginal stability (good enough for benchmarks and such, but you will likely see issues in long term daily use) with an 850...
If it were my personal build I would use a minimum 950w gold from a good company or with good internal build reviews from third parties.

With a 850W PSU i play Cyberpunk 2077 two hours than shot down the PSU.
With a 1250W PSU not more schot down.
Seriously alot of people on this forum need to buy a power meter to plug into to get a clue about how much power their systems actually use.
Then it's an issue with the psu itself, not the wattage as you aren't pulling near that much power, also, it would shut off immidietly not after 2 hours if it was just pulling too much power.

The combined power consumption of a 5600X and 3080 is only going to be around 450~500W at most. It's fine for a 650W PSU unless the OP has more than a few hard drives, fans, etc. that are also drawing from the +12V rail.
If he were using a 105W Ryzen processor or an overclocked Intel K CPU like the 10900K then I would recommend at least 750.
get a Supernova gold 750+.
