save up for a better cpu/mobo/ram
Older i5s really aren't worth buying unless you already have compatible parts and can't afford to start fresh because a lot of modern titles will generally run better with 4C/8T (older i5s (before 8th gen) are 4C/4T), 6C/6T, or better.
The CPU is basically the same in specifications as the non-S model but it has a lower base-clock frequency. You shouldn't notice any difference between the S and non-S as long as you configure Windows to run in performance mode.
I'm sure he just made a bad assumption.
