You can't just buy a CPU and start using it. You also need a compatible motherboard and DDR 3 RAM.

s is the weaker version

save up for a better cpu/mobo/ram

The older S suffix was used to mark CPUs that were similar to their non-S (if applicable) counterpart but with lower clocks and they were really only accessible to OEMs and system integrators

Older i5s really aren't worth buying unless you already have compatible parts and can't afford to start fresh because a lot of modern titles will generally run better with 4C/8T (older i5s (before 8th gen) are 4C/4T), 6C/6T, or better.

What Motherboard and RAM do you have? Best to buy an i7 such as 4790K. Otherwise step up to a newer platform.

The S means special editon.

The CPU is basically the same in specifications as the non-S model but it has a lower base-clock frequency. You shouldn't notice any difference between the S and non-S as long as you configure Windows to run in performance mode.

You could buy an entire PC with a 4770, 4771, 4790 CPU + 16GB DDR3-1600, SSD + HDD; all for under $200 or so, then upgrade the PSU and GPU and have a fairly decent budget friendly Gaming PC.
