I've tried this 4 or 5 times and every time i get the same behaviour. This would also explain why things have been so intermittent as i periodically toggle HDR on/off for gaming or desktop use. @LDRBT would be interesting to see if this is the same for you!
Really frustrating
it has solved this for some.
Powercfg is of no use here simply because it doesn't manage what devices can wake the screen, it only manages what devices can prevent sleep and wake the computer from sleep.
I have went through every option in Steam settings to see if one of them fixes this issue. They didn't. I also tried going into offline mode but it didn't help either.
I'm running the very latest Windows 10 with 980Ti and the latest driver from Nvidia. I don't have any peripherals connected except USB mouse and keyboard.
This is clearly a bug in Steam. Formatting your PC will not fix this issue. We'll just have to wait until Steam developers notice this issue and fix it.
My sleep works perfectly fine even with Steam fully open and in the forefront. Maybe try logging out of Friends. I don't have that Window open. do you have any downloads pending? maybe try finishing them if they are.
@emoticorpe the problem isn’t that steam is keeping the monitor awake it’s that it’s triggering it to wake up immediately after it turns off. I have never seen this happen before on any other app. Normally it’s a simple case of looking at powercfg to see what’s keeping the pc awake but in this case as the monitor is turning off there’s nothing in powercfg. Over the last two months of troubleshooting I haven’t actually tried logging out of friends.. let me have a go tomorrow :-)
In windows sound control panel there is a sound that plays when the machine sleeps, it does not affect me i think because its not my default sound device which is what windows will use, maybe no need to disable it if this is the case.
That said, glad you found it if indeed that is what it is.
Edit: out of sheer frustration I disabled "AMD High Definition Audio Device" and it fixed the issue. Hardly a solution, but that's a workaround I guess...
This does not explain why it is only when Steam is running that the problem presents itself though. What could Steam be doing with the Sculpt mouse? Very strange... especially since I never power on the mouse. I only use the keyboard part of the Sculpt setup. The mouse is powered off in a drawer without a battery in it.
Well... that is how it is behaving today anyway. Hopefully it stays that way. I re-enabled the NVIDIA sound devices and it still seems to be sleeping properly but I don't hear the hardware unplug Microsoft sound so I might have to also keep that disabled if after my next PC reboot that the wakeup happens a few seconds after it goes to sleep again. It is very possible there are 2 wake issues related to Steam on my system.

Tried many fixes here, all make sense and could work.
FIX (for me) I went to steam settings, interface, clicked startup in library instead of store. Fixed
Notes: I enabled steam startup on my other old gaming PC to see what would happen and to my surprise I had the exact same monitors wont shut off on PC startup with a default install of steam settings. I went to settings clicked startup in library and not in the store and fixed.
Thank you to the person who said they tried it as a possibility and didn't fix it for you. It was the last tid bit of info I could have tried from here and it worked. I'm sure we are all just fine having steam not open in the store. As it happened on 2 of my windows 11 machines that are 4 yrs apart in tech having their own setups I do wonder what the issue is here and why it has not been fixed permanently.
Edit: I tested on a different pc with its own setup and windows 10 and I had no issues with the monitors auto shutting off, on system start with steam auto starting to the store.
