I don't need either setting enabled and have disabled both.

basically, yes
clean boot is best
with the os installed on a ssd it will take about the same amount of time to boot either way

If you don't have a need for Hibernation and I can't see how anyone would when using an SSD. Then yes, but you must disable it via CMD > PowerCfg -H Off
What this does is not just disable it (which in turn disables Fast Startup as well) it also rids your OS Drive of the large file used for hibernation; which is a file size equal to 75% of installed RAM. So if your PC has lets say 16GB RAM installed, the Hibernation file by default takes up 12GB of disk space, regardless of whether you ever use that mode feature of the OS.

If Windows is installed on a spinning platter hard drive, then Fast Startup can be very beneficial. SSDs boot quickly and don't really need it. I disable it every chance I get.

Here is a handy guide to sleep versus hibernation. Basically, you hibernate a laptop if you're not going to use it for extended periods. So, as was mentioned already, by running the cmd to disable it, you can recoup a lot of GBs for your drive.

This is why I've been disabling this since WIndows XP/Windows 7 as one of my first steps after installing the OS. I never use Hibernate, so it gets me the space back, and keeps my power options more sparse and limited to those I use. My PC either goes off or to sleep when I'm not using it, and I typically reboot only for updates (or if something else deems it).

I can see Hibernate being useful on a laptop where you do a lot of work on the go and want to keep you workflow though.
