Probably need to figure out what the apps are and deal with them before you actually shut down

That link looks weird, not clicking that.

Anyway, if you get the blue screen, that says an app is preventing shutdown, the icon is usually displayed. All you have to do is close, certain apps like steam, paint etc before shutting down, else anything that generally asks you if you want to save before closing also tends, to prevent shutdown if left open.

fixed the horrible autocorrects from my phone so it makes more sense. anyway:

Lately Steam doesn't allow shutdown if open, at least for me anyway which is new to me.
mspaint for sure if unsaved, prevents shutdown (if you pasted a screen and forgot to save or close - blank/unused wont prevent it).

Basically anything you manually launch after Windows has started, other than a browser, should be closed before shutting down or there's a chance it can hold it up as it might be prompting you to save data before closing.

Else, look at running services, disable whatever is running at that time which is blatantly a 3rd party service/app which you don't need running, or otherwise set it to Manual so it starts when you launch an app that needs it.

Like i said i had once everything closed...
I added in more useful information in an edit, as chances are it's an extra service tied to an app, which will likely appear as "Running" in Services.

Unfamiliar with some of them, a few I would scrutinize.

You should do a clean startup followed by a shutdown; if it shuts down without all the extra stuff running, you know one of them is causing the issue and can re-enable some, try again etc.

I'd kill the process for shadowplay, a-volute, nahimic, ovr server and then shutdown, if it's successful it's one of those preventing shutdown. Else, you can start disabling startup items (Task Manager tab) for 3rd party things you installed, see if any one of the services on startup causes the issue

Use Chrome or Firefox and go to where that picture is online. Then right click the picture and click "open image in new window"

The end result should be a direct link to that picture.

Doesn't matter if it's there on startup, if killing the processes allows shutdowns, it's a way to confirm if those apps are causing it, if so go to the "Else";

Either do a Clean Startup (msconfig -> Diagnostic Startup OR msconfig > Boot > Safe boot w/Networking) and then shutdown to see if it's indeed 3rd party apps causing the issue

Else;
Press the windows key, type Services, hit enter.

Look at the "Startup Type", click that, and start scrutinizing everything set on "Automatic" that is strictly related to things you installed 3rd party/after windows. Set them to manual, reboot and shutdown to see if those were indeed the sources of the failure to shutdown.

The way you would always Uninstall something in Windows OS.
Settings > Apps
