https://gpu.userbenchmark.com/Compare/Nvidia-GTX-1650S-Super-vs-AMD-RX-580/4058vs3923
1650s uses alot less power, 100w vs 185w
but both are too low for newer games at 1080p
go for a rx 590 or 1660s minimum

You're kind of parroting the masses and sound like an nvidia promo pamphlet, lol.
I own both Nvidia GTX1060/1070 and Rx 580 8GB, drivers aren't an issue on my end .
IMHO 4GB GPUs are passed.

580 8GB ^ just shy of 6GB vram at high presets.
i have a system with a RX-580 and it has no problems playing newer games at high settings at 1080p
One thing for sure is people need to stop using userbenchmark for anything other than comparing the same models of cards ex. how does my rx 580 or 1650s compare to others that have same card
I also just feel like the 1650 super is just better, ya know? like it doesn't need 8gb. The rx.. it has 8gb and that's the only attractive thing really. It would be interesting to compare them in like a year or two. I'd like to know if the vram amount helps or the efficient tech helps.
I'm probably just turned off by the power consumption of the rx.
Right now, I have two AMD cards (RX 6900 XT, RX VEGA64) and a GTX 1080, no issue with drivers from both. My RX 6900 XT would freeze whenever I'd play Metro Exodus with RT enabled (no problem without RT), and with Adrenalin 21.2.1, that issue has been resolved, though undervolting the GPU does result in CTD/freezes.....so, undervolting with RT enabled is a 'no, no'.
As for driver support, both are good now, but there's this refrain from AMD users, it's called 'Finewine'. It has been shown that AMD cards do age well, sometimes showing better performance with the passing of time when compared to their equivalent nVidia counterparts.
Edit - As for OP, as things stand, they both perform similarly, with the GTX 1650 S having a small advantage in most games. So, if OP plays at 1080P, then fine, the GTX 1650 S would perform slightly better and is more power efficient, so it'd be a good choice. My only concern is the VRAM size, 4GB is the bare minimum these days....so, in the future, when more VRAM is required, the GTX1650 Super would fall short.
