i have some weird stuff going on..hate to see it mate
Ok so to put it right basically i have an nvidia card,ok all good
i set up everything in there for stretched resolution and stuff,ok
i go in a game for example r6 or csgo
but even if i select 4:3 it looks really ♥♥♥♥♥♥♥ wide :/
i bought a new monitor..hopefully i thought it would fix it

NOPE

in screenshots it does look like 4:3 that triggers me
any ideas?

You don't select 4:3, don't change any in game ratio setting. If you want to force 4:3 then select a proper screen res in game and run the game full screen. Such as selecting 1024x768

If you don't like it being wide screen, then change the setting in Nvidia Control panel to Aspect Ratio, not Stretched.

I have no idea what the OP is trying to achieve.
4:3 on a 16:9 monitor will either cut off the top and bottom, stretch sideways, or have black bars on either side. Those are the only options.
To control which of these is happening, go into Nvidia control panel, goto Adjust Desktop size and position, select Perform scaling on GPU and Override scaling mode from games and programs (so you get full control), set the 4:3 resolution you want, then play with the scaling mode options to find the one you want.

I'm wondering if the effect the OP wants isn't just an FOV slider, which makes the game view 'wider' because you can see a greater angle through the screen.
Or perhaps some upscaling mode where the game renders at a lower res and then is upsized for performance; or alternately rendered larger then scaled down for better graphics.

letterboxing, is showing black bars on the edges from scaling
nothing is cut when scaling, since it keeps the aspect ratio, size is limited by the smaller dimension when scaled

stretching is filling the screen changing aspect ratio

tehnically this is how you get the best aspect ratio in siege,ik its weird, the thing is that even if i do everything my screen looks as native as the sun

might just end up buying another monitor.
