Do all z390 motherboards support i9 9900k out of box
Just wondering if all the z390 motherboards support an i9 9900k / kf out of box without any bios update before hand, for example the ROG STRIX z390 and the msi MPG pro carbon z390 . Thank you.

Yes, as Z390 was created for 9th Gen series of CPUs.
Z370 support them as well, however it most likely will not state the correct CPU model in the BIOS or in your OS until your Z370 board has had a BIOS update, but it will still boot and work fine with a 9th Gen CPU. Z390 requires no BIOS update, its ready out of the box. However due to various micro-code updates and security hotfixes, its always a good idea to update to the latest non-Beta BIOS version anyways.

Yes, All Z390 motherboards can support 9900k on paper. But 9900k needs a beefy VRM, So some cheaper Z390 motherboards won't be able to handle it.
