There is always some sort of IPS Glow in every IPS monitor. It can be a gamble how much you actually get.
It used to be that you would get something like a VA panel for better response times but IPS monitors are getting so good now that it really does not matter.
If you only gamed in the dark I might consider a different panel but IPS is still brilliant either way.
The VG249Q also has a better stand that can swivel and pivot rather than only tilting.
The only other difference is looks. The VG249Q1R has a more "gamer" look, but the VG249Q has a much more normal look.
Just get the cheaper one, or the one that looks more appealing to you.
