I'd run ddu and completely uninstall the drivers, then manually get the install file and install it after a series of reboots of course.

Definitely a flag for me. Look into that ram speed. Based on the validation link, your ram should be closer to 1800.
Would go into bios and enable the XMP profile for your ram, that might help you get the proper speed and timings.
1066mhz = ddr 2333
hes using a ddr 3600 kit (1800mhz cl18)
enable xmp/amp/docp in bios and pick the 3600(1800mhz) profile
Edit - at OP, I'm glad that you have resolved the issue with a Windows reinstall, but installing/updating drivers should NOT have to involve a Windows reinstall. I've been updating drivers on my main rig (18 months already) and my 2nd rig (even swapped between nVidia and AMD driver, depending on the GPU used obviously, and it's been many years since I'd built this rig).
I know this is old but to get back to you, I've had a root problem with my PC crashing with a Kernel Power failure with specific games. It was super frustrating and I've tried literally every trick and diagnostic to try and fix it, so I was initially trying to fix that problem. So though I could possibly have reverted the performance issues by just updating or fixing my drivers, that first problem was my real one. And that's why I decided to just reinstall it.
I don t know why, before 2 weeks ago l installed New adrenalin driver and l noticed drop in performance too and l made userbenchmark test and l noticed that my CPU is not using full potential and l checked with Quick CPU v 3.2.0.0 (if l m not wrong) everything was ok, but when l updated with v. 3.5.0.0 l noticed that CPU performance was 50% and l chaged it to 100% and l started using their maximum performance power plan and now everything is running like before.
I've already solved my issue, but I was using the Adrenalin drivers so I dunno. But I made a major breakthrough with my first issue with my PC hard booting. I was still having issues with certain VR games crashing the PC. Then I turned off supersampling. No more crashing. And I heard that supersampling is very strenuous on your GPU. So maybe in the end there's something wrong with my graphics card. the 5700 XT. I'm going to buy a 3080 when it's available anyway so hopefully that would solve the issue cuz lemme tell you, it is so frustrating.
