The best advice I can offer you is to bite the bullet, and just buy a pre-built system from a retailer. They don't have to beat the bots, and the miners/scalpers that use them. They get their graphics cards direct from the suppliers. Frankly if your current graphics card is complete garbage then it stands to reason the same holds true for you rig. Which means it needs to be replaced sooner as opposed to later anyway.
Frankly you can get a brand new system for what the scalpers are charging for the cards anyway. So right now is actually the best time to buy a pre-built, because it actually represents a serious bargain when weighed against the do it yourself market. Other then that peer to peer buying is the way to go. Folks do have old graphics cards lying around, and might be willing to sell them to folks who ask after them.
So if you have a friend into computer gaming you should ask them if they have any spare cards. I recently sold a couple old cards to a family member for a song. In other words try dealing with a person who isn't intent upon ripping you off.
Wait until the sabotaged units come out, the ones that'll intentionally give half or less the hash rates when used for mining and it'll be doubtful any cryptominer will purchase the cards, when they can purchase a card with that half performance which will be a lower tier unit.
I wouldn't even bother trying to get a GPU anyday soon, let alone the new NVIDIA/AMD units, unless you have a store near you and know restocking day. Else, get the generation before which you can likely get your hands on, but never, ever, pay over the retail price. Do not buy from scalpers.

What you are suggesting is literally not an option. The prior generation is almost out of stock at the moment. The generation prior to that is likewise almost out of stock. What remains is just as overpriced as this generations cards. Even going three generations back the cards are going for at least fifty percent over their launch prices.
This situation isn't limited to the current generation of graphics cards. The demand for chips right now is literally so desperate. That automobile manufacturers are closing down factories, because they can't even get the chips they need to finish their cars. This nonsense about not dealing with scalpers is just that nonsense.
People can't close down their businesses, afford to lose their current employment, or give up on their educations. Just to spite the scalpers for their antisocial behavior. It is an all around terrible situation we find ourselves in. The scalpers are going to make their sales irregardless no matter what you say. No point in rubbing folks noses in the fact that they have to deal with them.
As for your supposition about sabotaged units don't bet on that. The manufacturer that tried that managed to jailbreak their own cards in less then two weeks. Even if that company weren't utterly incompetent at keeping a secret. Mining companies can afford to pay the minds that can quickly circumvent such protections.
They will still buy the cards in bulk with the expectation that they can jailbreak them inside of a month. Even if they couldn't for whatever manage that particular feat. You can rest assured the result would be them scalping the units they couldn't crack. Relief wont likely arrive until there is a downturn in mining. Until then the miners will do anything, and even pay anything to get as many cards as possible.
Old cards are out of stock.
I'm not gonna pay for a new card that costs almost as much as this whole pc costed 2 years ago ...
it's more due to everyone getting free money and not wanting to work

world wide the employment rate has dropped massively

intel,nvidia, smasung, amd,Micron,sony,etc
have all announced shutdowns of fabs due to lack of workers
honestly the "scalping" market is more of a cause then crypto
atm, anything that comes in stock gets instantly bought by bots
to be scalped on ebay among other sites.
nearly every country has some sorta benefit right now
that is more then enough to live on.
why work when you don't have to
until this stops, stock will continue to be limited
and inflation will continue to rise.
but saying crypto is the "main cause of the shortage" just seems
kinda dumb.
