For the second question, 3,600 MHz at 14-15-15-35 is pretty good. Currently, standard performance RAM is closer to CL 16 and more budget RAM would be CL 18 at that speed.
Also to add, usually the RAM with the second and third timing being a bit higher, rather than "flat" for the three, is something like Hynix ICs rather than Samsung B-die and similar, which can usually do tighter timings. This is something of a more recent thing that some of the "performance but not top tier premium" RAM is doing, and of course keep in mind lower is always better, all else being equal, but the first one relative to the frequency usually gives an overall indication (i.e., Hynix at CL 16 -19-19-39 will usually be a grade better than CL 18-21-21-42 at the same speed).
ingame would get me 180-230. Either something is deeply wrong with this ram or the game loves ram way too much xd
3600 CL18 is equally as fast as 3200 CL16 in many workloads and games, but in some cases the higher frequency can allow it to pull through with better results; higher latency numbers mean slower timings.
170 and lower is generic
170-200 = good
200+ = performance
3200 / 18 = 177 is on the low end of good, slightly above generic/oem ram
3200cl16, 3000cl15, 3600cl18 are all going to be very close in performance
most ram kits do not like to be overclocked, just pick the xmp profile for the best speed/cl ratio
