Does restarting PC damage it?
Does many times restarting or shutting down damage it or is it just a myth?

Nope. Never heard that silly myth. If it was a problem it would have been solved decades ago before sleep/hibernate started being a thing.

only applies to bga, not socketed cpus
ram to a much lesser effect since they are about 1/8 the size of a cpu substraite
and it would only break bga solder balls, not damaging the cpu or other component

The short answer is no.

Anyone who considers normal use damaging is probably operating on imagination rather than actual knowledge.
Restarting a computer lots will not harm it. It will how ever if running windows 10 go into a troubleshooting mode after 4 forced restarts in the space of a few minutes but this again will not harm the system.

Forcing the system to power off or forcing an instant restart with the reset button may cause problems but will not physically damage the system.

When you force shutdown or force restart a computer, the computer may still have unfinished business in the background so when it does not have enough time to stop these processes properly, it can lead to problems such as data corruption.
