The games you are playing are likely not using all the cores and the cpu itself isn't fast enough, based on the info given.
Depending on the cpu and game, your ram is also holding it back.
What cpu do you have, is it overclocked?
What games and settings are you running and at what fps, also, what is your gpu utilisation?
As it's a fast cpu (albeit with issues, I hope you need the pcie4 atleast) you might be at the limit of the gpu at the settings, or, could still be a game not making full use of the cpu, 50% could be 4 cores at 100% load.
An overclock could help, and it's the rams speed that is an issue, on a build like that, which I'm hoping us on a z590 board, should be running atleast 4000MHz + memory.
It is a Z590 motherboard, yes. What you said about the RAM makes sense. Shame that 4000MHz is so expensive.
This should be common sense now for any gamer. It's always been this way where the user should change it to Prefer Max Performance after a driver install/update.
However I wouldn't expect a 3080 to get pegged much above 70-80% usage @ 1440p; regardless of refresh rate or game settings. And that is fine also, nothing wrong there.
When you go with a high end enough GPU, it by design has enough headroom for higher resolutions and thus high usage needs. It's not going to get fully pegged when using a res like 1080p or 1440p; as such as GPU would pull that off with ease and still have room to breathe. Some game engines also have a poor design and as a result may peg the GPU @ 99% pretty much no matter what; which IS NOT normal.
Enable G-sync or Freesync, and enjoy.
And I should add, <95% usage is a good thing, because it reduces latency, helps keep frametimes smoother, and helps prevent large framedrops. So don't worry to much.
Here in ESO the usage drops below 50%. I've even seen the fps dip to 40. Really not sure what's going on. https://i.imgur.com/kkTyvxX.png
The gpu does have all its power fully connected, not daisy chained and you have tried removing and reseating it, just incase right?
If not, do that now, if there is still no progress, I'm afraid I'd be reaching for my windows USB to fo a fresh install.
