So far, Max Payne 2, Splinter Cell: Chaos Theory, and a few other DX9 games won't load. I've only tried the ones in my Steam library so far, but I'm sure it's either a problem with the current system's dx9 libraries and hooks or maybe it's strictly Steam. I'm not sure. I haven't had any changes apart from the usual Windows updates since I last played those games. The ironic part is Max Payne 1, which is a DX8 game, DOES work. So it seems to be strictly games that run ONLY on DX9 and require it. I don't know if it's corrupted DX9 libraries in my System 32 folder or an issue with Steam's DX libraries.
right click on the game name , then properties-> Local files -> Check Integrity of ...
Also might need to reinstall DX 9

games might have the dx9 install file in them.

If that doesn't work, try to start a game and check windows event viewer if there's any errors or warnings being created.
I did that with AC 1 and it didn't help. I actually even ran the DXsetup files in that one, and they installed the ones that come with the game, and it still didn't help.

All 3 games seem to give an almost exact same error report, related to the Temp files in the Windows folder.
Disable game bar of Windows 10 and try again
They work fine. Like I said, it seems to be strictly limited to DX9 games. And if I hadn't tried to start up AC in DX9 mode today again, I wouldn't have even known that it had stopped working some time ago. I don't know when and how it broke.

max payne forum has crash stuff. Maybe try rebooting the pc after applying the fix.
Try running the game and steam as administrator, lower the resolution before launching, change Compatibility mode to windows98.
Nope. None of it helps. The Event Viewer keeps throwing up the same error I posted above. The thing is that the error doesn't even say what offending file or issue it is. After I performed an SFC scan of System 32, it showed no integrity violations. I reinstalled the DX libraries in Steamworks Shared. Still didn't help. Could it possibly be outdated GPU drivers? Mine are currently 456.71.
