I would say 3700x
If you already have an AM4 board, then yeah, the Ryzen 5 3600 or Ryzen 7 3700X would be the best value for the dollar CPUs available for it.

If you don't yet have a board, the Core i7 10700K would typically be a bit of a better choice, and usually the best overall. It's typically nearly the same cost or maybe a bit more expensive, but a bit more performance.

All these suggestions are good. Although, if you wish to have a quiet pc I would avoid the 10700k. I'm using the 3700x and my pc is almost silent.

2 words, fan curve. more words, get a more effective cpu cooler, get better performing pwm fans that operate at lower rpm's. you can have a near silent pc with any cpu config when you take all theses factors into mind.

Need graphics on the cpu or have a video card?

I think the keyword here is budget, though. Buying extra fans and fancy coolers all while consuming more power sounds silly if you are budget minded.
Besides the 10700k is barely faster than me according to cpu-z.

You can get really cheap PWM fans, not really a good excuse. Additional power draw from fans is extremely negligible as well; people think that adding ~50W of power draw in total would be huge to your power bill, but it'd make a difference of pennies.

setting a fan curve is free. everything i said can be done on a budget. neither of us know the OP's current case/fan setup so you shouldnt really be suggesting against a cpu because you're own personal experience with that cpu caused your pc to be loud likely because of your poor airflow/fan speed/fan curve setup.

Best budget AMD CPU?
It depends on how much money you have for the CPU.

Starting from Ryzen 3300x, 3600, 3700x, all are good deals.

aa , many say so but it s still only in the wish list

if already bought then Ryzen 3300X - $175 or Ryzen 3600 - $ 223 will do the job .

R5 3600 or 3600X are prob most "budgety" at the moment since AMD decided to raise prices after getting successful to the point that now actually Intel has best budget options.
