Confusion is understandable. Short answer is yes.
Nvidia added support for VESA Adaptive Sync (which AMD calls FreeSync) under the umbrella of Gsync, which adds confusion, a few years ago.
Well that may just be a limitation of the monitor itself. You might want to list that.

It seems like there's a few variables there. Although this is a few years out of date if your monitor is a couple of years old that might explain it.
I can’t find that setting in the nvidia drivers but do see the ‘monitor technology’ part that is set to gsync compatible. I guess with this set and my monitor’s freesync enabled then I’ll get the desired effect.
I mostly play wot which my gpu gets well over 144fps on (often 200) so it’s only on the odd occasion I play gta v or something that it will matter.
I’ll have a read through the link you posted. It’s a new monitor (8 months old), iiyama gb3461. The hdr is pointless tbh but I lose other settings too, can’t remember which off the top of my head.

That display is not on the official Gsync compatible list so even if it has freesync you likely cannot use Gsync. Only way to get sync with it will be with a AMD GPU. That said, I do have a monitor that is not on the official list that handles G-Sync. However to get Gsync to work I have to lower refresh rate to 120hz instead of 144hz.
As you listed no specs heres things you need to check
You need a GPU capable of using G-Sync compatible mode. Link shows minimum.
