My settings are same, works ok for me too. If not working on OP's maybe issue is not with steam but system files, windows or driver updates possibly.

Un-maximize and re-maximize it again, it worked for me
I had this issue a while back and more than just Steam was affected. What finally fixed it for me was disabling the GeForce Experience overlay.

Yeah ive been encountering this for a while now but never really thought much about it lol
I just unmax and maximize and the task bar shows properly
in my case i have it so the task bar hides, so steam being maxed doesnt necessarily bother me, but i guess it can be annoying, though it isnt often i keep steam maximized either way.
It's not in the nVidia Control Panel, it's in GeForce Experience: it's the overlay feature. I was only using the FPS counter, but it was enough to bring out this behaviour. More importantly, it wasn't just Steam, but anything that sat in that zone, the taskbar would pup under any active window until I disabled the nVidia overlay.
After rebooting, and pulling up Steam via the System Tray, the window is maximized, hiding the Taskbar. Trying to minimize it does nothing. The solution for me was to double click in the empty s[ace between the title bar and the menu which is another way to un-maximize the current program. After that, clicking maximize worked and it maximized the window with the taskbar showing.
