pc hot!
i have a phanteks p400a case with two intake fans and 3 exhaust fans. but yet my pc still seems to heat up really hot when i'm playing games such as bfv. makes no sense to me. my cpu cooler is a coolmaster aio. it's securely on and tight. enough thermal paste is applied. its none of those as the problem. rtx 2080 is my gpu. right now currently typing this my temp for my cpu is 70 with no game playing. jus idle, on google and spotify (etc). what actually do i even do i've been having this problem for a minute now.

Windows is a large complex beast. Give it a haircut and you can mostly get it to behave. (uninstall unused background apps, permanently stop certain background processes and services, manually run windows updates until they're all applied, fill your ram to the max, completely disable your pagefile, that kind of stuff)

Get HWMONITOR and check the temps as it gives more accurate readings than task manager does; it wouldn’t hurt to remount the CPU cooler and really make sure it’s on tight as well. Also, is the temperature of your room a factor?

room temp is normal. im using the duel cool master aio but i replaced the cool master fans and put corsair fans to sync with my other rgb fans throughout the case. idk if this plays a factor but i bought this gpu unknowingly if its overclocked. i downloaded msi dragon center and its showing my frequency as 1755 and the memory frequency as 7000 not sure if any of that has to do with temps. but i can assure the cpu aio is installed correctly.

make burn test. check bios settings , who said its setup corrrectly and shutdown at 70 degree.

see pc manual operating temparature, if they even has it anymore, not all think on such, because all assume its should be much lower then 70 and thats not always the case.

and its seen as under pc build or experience user or tech person knowhow.

ps.
i have a pc that run90 degree on cpu temp, abut it also work 24/7 with calculation on cancer and rest of pc is chassi at 70 degree. ( but i dont like you said idle , and that means something cant be right.

so that's why it most be a error somewhere, idle and that high dont make any sense.

if this is a silient fan on low power , maybe you make it worse for not run on standard, cant say its that , but just a idea,

use @home or test app or Bonic manager and give full load on all CPU and GPU if you dont have test app. ( ofc. keep a eye on pc while doing it ) just because my pc have done it for years, and can handle it , thats what you try to figurout, can my(your) pc handle 100% work load.

check your GPU temps and make sure they’re around like 40 C in idle to assure its not just your CPU having this issue

like the other guy said, the temps at full load are more important so also try to record your CPU and GPU temps during a stress test and make sure they don’t exceed like 85 C

in my personal experience, I got a new air cooler for my CPU and I wondered why the temperatures were so high, only to take it off and realize there was a piece of plastic where the cooler came in contact with the CPU; so it really wouldn’t hurt to just take it off if only to reapply thermal paste to assure your cooler isn’t a factor (check if it’s even spinning as well)

If the cpu is at 70c at idle, chances are you didn't screw down the aio block evenly, loosen it, then gradually tighten it down a small ammount each opposite corner.

You probably tightened down 1 side too much so the block isn't making full contact with the ihs, it's a common mistake and leads to far higher temps than you'd be expecting.

Only time you'd expect high temps at idle us if you have the cpu overclocked to it's limit and locked there.
