This is coil whine, many gpus do it. There is nothing wrong with your card and you cant rma it for that reason.
I don't expect newly cards to have coil whine... I think most companies like MSI, EVGA, RADEON & GIGABYTE ETC... don't want coil whine with their new GPUs that just been made and shipped lol. XD
Anyone who says their gpu doesn't do it just got lucky.
Always buy from a place where returns or refunds isn't an issue.
It's nothing bad it's just coils vibrating from the power being pumped through them. Depends of the quality of coil if it's louder or quieter than another. Some people get lucky and most others don't and just live with it. It's like IPS glow. Majority of IPS monitors have it and some have worse than others but it's just a side affect of the manufacturing process.
I have read of a person who has tested over 20 2080ti's and they all had some degree of coil whine. So unless it's super loud more than likely they won't accept a RMA.

For CPU/motherboard, for example, disabling C1E, C3 and C6 often removes coil whine alltogether, with some disadvantages like increased idle power and limited turbo boost functionality.
Similar things can be done to videocards too, similarly with some disadvantages.
Just dont keep your pc on the desk right next to your face and it should not be audible. That works for me at least.
Yeah... I hear the scratching sounds now and then but it isn't a huge problem. I should stop moaning and be grateful for what Ive got. I did have coil whine on my old psu but it went away for some reason.
If you bought something for a couple of thousand, I agree, but if you're getting something for 500 quid, shipped through Royal mail, or some ♥♥♥♥ like that, where they just throw the packages, you expect ♥♥♥♥♥ like that.
I don't know why you're dropping one of the better companies just because of the actions of a worker or delivery guy.
And, that's why they allow you to get refunds / replacements, because they foresee ♥♥♥♥ like that.
At the end of the day, it's your opinion, if you want to drop a company because of one bad thing (that's unrelated to them), that's up to you.
Depends on the chokes (part of the power delivery on the card), if they're trash and vibrate lots, it's going to ''scream.'' All cards will do it to some degree, some people won't hear it (because of their hearing, and/or being drowned out), or they just don't mind it.
If you want to get ones that are going to be better coil whine wise, look for ones with 'solid chokes.'
Anything that has chokes will have coil whine.
Power supplies, Motherboards, Graphics cards, Chargers, etc.
Well, have a look to see if the fans are spinning properly first, make sure nothing is touching the fans.
When does it happen? When it's idle, or under load?
Though, personally, I haven't heard any coil whine that sounds ''scratchy.'' In my opinion, that sounds like a fan bearing that's gone (most likely from shipping, like I said earlier.)
Different sounds are possible, and IMO those resambling "scratching" are by far better/less annoying than high-pitch whine.
So add fallout4.exe and just the frame rate limit and nothing else? I am new to RTSS and never used it.
