No different to retailers that say 'best something in town' it's easy to say something. Doesn't make it true. even manufacturers with decades experience have been known to cheap out on parts to make it cheaper and improve profits while still meeting certification then go on to have to recall hundreds of thousands of products due to faulty components being a huge safety concern.

poor psus when overstressed can do bad things (ripplie/noise/fire/explode, may take other components with it)
good psus will shut down safely (power off, pwr_ok low or blow fuse/breaker)
never skimp on a psu unless you feel like re-buying the entire system if all goes wrong with it
if you use that psu on a stock fx 9xxx with a rx 590 or other 200w gpu at stock specs
that psu will explode
