I7-9750H Temp
I have a I7-9750H (Laptop)

I go to power options and in advanced settings i change my Processor Power Management from 100% to 99% (Both min n Max)

----- 99% my frequency is locked at 2485MHz and while gaming the temps stay around 60c or lower (Which this is the default frequency for this cpu) AS Unity is the ONLY game ever that went 70c on these settings.

----- 100% my frequency jumps to 4250MHz BUT while gaming i have seen Temps go above 90c (Highest Peak was 98c) but 80c will be the average temp while gaming.

My problem is the temp. Is this normal/good for this cpu some post said yes some said to hot and im saying i dont know. I game at 99% cpu power, but than some games when i put to 100% reduces some fps hiccups and other things making the overall performance of course better, at the cost of high heat. I dont think it's paste cause i feel like the idle would be high and on both settings.

I don't know what to do. It seems the CPU temp and performance would be perfect around 3300mhz which isn't giving me a option for. 99% = 2485mhz _____ 100% =4250mhz

its a laptop, they run hot at load and throttle to help cool themselves
get a laptop cooling pad

and clean its vents if its 1+ year old, use compressed air or an aircompressor
In my Macbook Pro, I have the i7-9850H and Im also averaging 90-95C, Now considering that the cooling system on Macbook pros aren't as good as bigger windows laptops and the fact that the 9850H should run a bit hotter than the 9750H, I think there might be something hampering the cooling performance of your laptop. Too dusty perhaps?

Never averaged that high only peaked up there quickly and came back down. Never does it sit above 90c, My average would be about 80c

Yea everything is cleaned and i have cooling fan (not the best one). GPU is right next to cpu but never gets temp issues...

The only way the temp stays cool 60c and under while gaming is at 2485mhz never going high at all.... i may just keep this settings for longevity and play at 4250mhz on games that need that extra power. It seems from intel that these cpu's are designed to take a lot of heat this model especially from the chart i just read about the processors.

Tj of i7 9750H is 100C , so 90+ is not good . Setting 99% , actually forces the processor to run under 100% , the nearest is perhaps 90% . Check the exact speed by a monitoring tool - Real Temp , Task Manager or other . I suggest you set max processor state at 90% , and min at 5% .
just tried it

90 maxed it to 2290mhz cpu max frequency is at 87%
99 maxed it to 2487mhz cpu max fequency is at 95% ----- This is what i use 60c average
100 maxed it to 4250mhz cpu max frequency is at 159%

Gonna buy one of those heavy duty cooling pads with 6 fans and tilts so i can direct cool air right to it

laptop cpus are designed to run hot with the limited cooling
as it gets hotter it will throttle lower

get a pad with adjustable fans, or one with fans positioned over the laptops intake vents

Thanks i just tried a few games at 100% and all seem to be in great temps. Also i moved my laptop close to my window with the fan blowing in the cool 50 degree air from outside into the laptop. The fan i got my eye on adjusted and has fan speeds, lights up, etc..

They are looking good to me. I think because its cold out and i have the fan blowing directly on my laptop is helping a bunch. Cooling Pad would def solve this issue with temps plus the room temp. For now when it gets warm out ill just game at 99% to keep the laptop as cool as possible till the cooling pad arrives... Also my keyboard lights up by the cpu temp i set it. So Red is 80c and above yellow 60c above and green under 60c, if anything ill just lower the cpu power to 99% if the game ever gets to 80c (meaning i will never game at average temps of 80c and above) kinda nervous going around 75c to be honest.....Thank you everyone for your input.....

You can also look into undervolting the CPU with throttlestop. The software also allow's to adjust the clock speed. I have the same CPU on my Laptop, and mine runs about 65c with 4 GHz on all cores.

Did you have to undervolt you cpu as well? Or did your run like this right out the box?

Mine is undervolted yeah. Out of the box it runs much hotter. A good undervolt could lower the temps by 5 to 7c, sometimes up to 10, depending on how well the chip can undervolt.

People are already mentioning dust, so listen up there. However I did notice an improvement in cooling when I swapped out the thermal paste of my Lenovo laptop to something quality, like Grizzly. About a 10 degree difference for me. If you're gonna open it anyway to clean dust might be worth it to change the thermal paste too.

It's def not dust, i had my laptop opened about a month and a half ago to install more ram, laptop was clear from dust. If it was dust my idle temp would be high too because the laptop would not be able to breathe efficiently, but they remain low. There are a ton of searches on google for this processor because of temps, so really the only solutions are --- Give it more cool Airflow, Undervolt, Paste and/or Clean Vents. Not much more i can do

By setting it to 99% in Windows, you're basically disabling boosting from what it seems, so the stock 2.5 GHz (well, just shy of it) is what it will go to at a maximum. 100% lets it boost, hence it goes much higher. I'm not sure it's a way to allow it to boost but to limit it below the default max.

Yes, that's basically what OP is achieving by setting the maximum processor frequency to 99%.
