and clean its vents if its 1+ year old, use compressed air or an aircompressor
Yea everything is cleaned and i have cooling fan (not the best one). GPU is right next to cpu but never gets temp issues...
The only way the temp stays cool 60c and under while gaming is at 2485mhz never going high at all.... i may just keep this settings for longevity and play at 4250mhz on games that need that extra power. It seems from intel that these cpu's are designed to take a lot of heat this model especially from the chart i just read about the processors.
90 maxed it to 2290mhz cpu max frequency is at 87%
99 maxed it to 2487mhz cpu max fequency is at 95% ----- This is what i use 60c average
100 maxed it to 4250mhz cpu max frequency is at 159%
Gonna buy one of those heavy duty cooling pads with 6 fans and tilts so i can direct cool air right to it
as it gets hotter it will throttle lower
get a pad with adjustable fans, or one with fans positioned over the laptops intake vents

They are looking good to me. I think because its cold out and i have the fan blowing directly on my laptop is helping a bunch. Cooling Pad would def solve this issue with temps plus the room temp. For now when it gets warm out ill just game at 99% to keep the laptop as cool as possible till the cooling pad arrives... Also my keyboard lights up by the cpu temp i set it. So Red is 80c and above yellow 60c above and green under 60c, if anything ill just lower the cpu power to 99% if the game ever gets to 80c (meaning i will never game at average temps of 80c and above) kinda nervous going around 75c to be honest.....Thank you everyone for your input.....
Did you have to undervolt you cpu as well? Or did your run like this right out the box?
Mine is undervolted yeah. Out of the box it runs much hotter. A good undervolt could lower the temps by 5 to 7c, sometimes up to 10, depending on how well the chip can undervolt.

It's def not dust, i had my laptop opened about a month and a half ago to install more ram, laptop was clear from dust. If it was dust my idle temp would be high too because the laptop would not be able to breathe efficiently, but they remain low. There are a ton of searches on google for this processor because of temps, so really the only solutions are --- Give it more cool Airflow, Undervolt, Paste and/or Clean Vents. Not much more i can do
Yes, that's basically what OP is achieving by setting the maximum processor frequency to 99%.
