devs wont get a dime by others selling used gear anyway
and its not possible to find a new ps2/snes/sms or games anywhere that they would possibly make some money on the sale
in the long run it would just be hurting their own future sales by going after those who are trying to emulate their owned games that they have a borked system for

just run pcsx2 and mount the disc
or create a disc iso/bin with winiso or similar to mount the disc image, and create a shortcut on the desktop/start menu instead of inserting a disc
For both PS1 and PS2 discs there is a file called SYSTEM.CNF in the root directory that tells the BIOS where to find the boot image, and how to load it properly.
Emulators with a HLE BIOS (as opposed to a ripped BIOS from a real system) know how to parse the configuration file and load the boot image.
