While traveling at near light speed is fast, it's not instantaneous.
Not to mention that every single hop between your PC and your target destination has to process your data packets.
That is something you can not change.
Some vpn corporation can have better connection between routers, better path to the internet backbone and such, which can improve network connections.
If you can get a good connection with those services, and those services have a good connection with the host, the overall ping can be better.
But that is rare.. the vpn encryption alone already gives a lot of latency.
