Out of the two which should I pick, (The WD Blue is cheaper)

Yeah I did. It is just a WD Blue Sata drive.
Benchmark the drive with CystialDiskMark. If you don't like the results compared to whats found Online for WD Blue vs Samsung 860 EVO, simply return the drive and buy a different one.

I havent installed it yet due to not having SATA cables as of right now. But I will try to do that whenever I get a chance.
A pack of like 4x sata cables is very cheap.
Plenty good ones to choose from on Amazon.
If the PC has an Optical Drive, just unhook that for now and use that SATA cable for your new drive.

While I don't have an optical drive, can I just do a clean install of Windows on the SSD and reinstall the hard drive later. If I could do that would the data conflict between the 2 versions of windows?
Or just boot to the Windows OS thats on the HDD, connect your SSD, then do a complete disk to disk clone. If the Used Space on the HDD is more then the full capacity of your SSD, uninstall some stuff, like Games... to make room and allow for disk to disk cloning. Once cloned Just boot from the SSD by changing the BIOS Boot Options so the SSD is the only boot device, then go into Windows on that and wipe the HDD fully, reformat it and use it for general storage, such as games, downloads, etc.

As I said, I wanna do a clean install of Windows. So I don't want to clone the drives.
Make a Win10 64bit USB. If you made one a while ago, wipe it out and do it again with the latest MS Media Creation Tool so you will have the very latest Win10 and not an outdated one.

Then unhook HDD and hookup SSD in its place, boot from USB, do a clean OS install.

I absolutely love my 860 EVO. It's probably the biggest improvement to my game play experience. Get the 1TB M.2 version. I bought the 500GB variant for ~£70 and I regret not stretching the budget when the 1TB flavour is only ~£130 now.
