(just checked the list and that's way under-spec for a heavy photoshop user.)
All she's doing in photoshop is resizing pictures for the most part (she builds newspapers on it) but I was wondering if 8 was enough. Thanks for the input I'm for sure gonna go back over and tweak it some. I know for sure it will be better than her current situation because her computer her work provided is some junk mac notebook and it has 4 gigs.
for the budget build, pick an i3 and board with 16g of ram (since its cheap)

usb sicks are cheap, show her to save stuff to them instead and give away vs burning cd/dvds

16GB ram, and an older i5/i7 or newer i3/i5/r3/r5 would be great. No need for a modern i7/r7 or higher really.
And I would strongly recommend an SSD.
