Check with your ISP, see if they changed something.
Check steam > settings > downloads to see if its been changed.
Sometimes a region just has some problems. Switch to a neighboring country.

While there are the specs of the users PC that can limit speeds, its the game server you are downloading from that also matters.
If a server is getting peak usage for whatever reason, a game sale for example, chances are the max available speeds will not be as high as your connection is capable of
as suggested, do a speedtest and go from there

It's why a change my isp speed plan once a year so I can jump on to a new promo and get double speed at all times for the price I'm paying. All I do is every 12 months contact my isp online support and tell them I want to change my plan, not too hard.
While downloading from Steam, try opening task manager, see if that does anything.
I upgraded to Windows 10 some months ago. Ever since, Steam download speed would cap around 5-7 Mbps (sometimes lower than 2 Mbps). Opening task manager would result in the download speed rising to 50-60 Mbps.
I still have no idea why this happens
