I'd recommend upgrading to more modern specs, such as a Ryzen 5 1600 AF (or 2600, both require an AM4 motherboard like B450 chipset), 16GB DDR4-3200 CL16, and the best GPU you can afford. It would be a huge step up from what you have now, and those mentioned parts can be bought for a pretty good price.
Nowadays, modern CPUs locked to 60 won't often reach 100% while gaming unless it's something like an Atom or Celeron.
650 is dual core with ht
its slower than the newer lowest pentium g cpus
it will work for source games but dont expect it to hold 60fps

Those seem to be Source engine games, which are typically CPU limited, but at the same time, run rather well on some aged CPUs.
In a broad sense, or for demanding games, it'd be considered behind times, especially if not overclocked and paired with a lower RAM quantity that was normal in its time (like 4 GB, but even 8 GB is considered too little for some newer titles). K10 was struggling against the Core 2 series at times (especially in IPC and/or if overclocking is taken into account), let alone first generation Core i series.
If you need an upgrade from the GPU and save a little bit of money then you should get the GTX 1650 Super.
If you want a GPU that performs a bit better, Then you should consider getting the GTX 1660 Super or GTX 1660 Ti.
