watch cpu usage, if it high (eqiv of one core maxed by steam client) its the cpu limiting it
also watch the disk line on steams download page to see if its the drive lmiting
A ferrari is very fast, but cant carry much things inside, a truck is slow, but carries a lot of things inside, failed analogy that may work on this case..
Do a www.speedtest.net just to be sure.
Ping has nothing to do with how FAST your internet is or how quickly a game will download and or install.
Ping has to do with how quickly or slowly information is sent and received between you and the server you are connected to, in the case of online games that means how long it takes for your actions and those of others to be seen, for Ping lower is generally better.
Download speed is how fast your internet is but its also affected by your CPU as higher internet speeds use more CPU cycles. When downloading a game how fast it downloads depends on your Internet speeds, the server you are downloading it from, your CPU and of course the Drive the game is being downloaded/installed to.
Do a speed test at www.speedtest.net and post the results

Depending on the content, an SSD will not always do everything at the speeds its capable of, the speeds will always vary and never be constant when downloading/installing as the files are all different sizes.
Only in a benchmark will a drives speeds max out for an extended period of time.
I've done my speed test and it's fast, but steam seems to be downloading games slowly.

Steam downloads will not always fully utilize your internet speeds for one reason or another.

I mean last time we had someone with dsl 50000 mbits and wonder why can download only with 10mb/s.
But yes 50Mbps is *decent*.
And as i mentioned before, you will not ALWAYS get your internet speeds worth when downloading games.
