But any standard PC with at least 8GB RAM will be just fine, there are plenty for cheap on ebay.
The main thing to worry about would be the quality and size of the monitor though, depending on her age.
Other than that look for old office work stations on ebay from a popular seller with high ratings. You can pick up pcs for like $40 + shipping since most people have no idea what xeon cpus are. Look for auctions and bid in the last few minutes. Also make offers instead of just buying.
I have a core 2 duo e8500 , 4 gb ddr2, 760 gtx (a 9800 gtx can still run the internet fine since most stuff seems to use the cpu) and it runs the internet ok. I think the cpu struggles with 720p 60 fps youtube videos maybe?
I also use a e5-1650 6 core 12 thread xeon , 4 gb ddr3 ram (2 sticks) 1333 and a 9800 gtx 512 mb and it runs the internet fine. 1080p 60 fps video is no problem. The internet doesn't seem to use the video card much just the cpu on all cores.
You can also build your own pc. Theres cheap multicore cpus with graphics on them. If you have a case and an old power supply you might be set.
