Previous Windows Installations using 30 GB. Can I delete them?
My understanding is that the system is supposed to delete them on its own after several days, but it didn't even delete the previous feature update when I updated it to 1904 from 1804. And now after updating to 2004, it still seems to retain apparently copies of both 1804 and 1904 instead of having automatically deleted them. Can I delete them on my own safely without risk?

You can delete them, use the Disk Cleanup utility.

first look through it too make sure there are no user files you need
but it is safe to clean up
It's rather annoying that you have to use the disk cleanup applet and can't just delete the temporary root folder normally.

you can delete the folder directly, after changing permissions, but using clean up tells windows its gone
