is n`t necessary but it is your choice , because your gpu can handle it so why not ?
I see noticeable changes for when you are doing FPS gaming, however I am not into FPS games, mostly just open world RPG's MMO's and MOBA's.
So... start budgeting?
Got myself a Dell s2719dgf and I'm very happy with it and it wasn't crazy expensive.
If you *do* upgrade, as you already said high frame rates are not super important, think about 4K/60 instead of 1440p/144.
Personally I can 100% see the difference between 1440p and 4K and would take more detail over more frames any day so long as the frames are at 60 or near.
I play mainly games that have long sight lines, and like the detail given by the rez. Makes it easier to react when you can clearly see things at twice the disance.
That said, if all I played was the likes of CSGO or R6S or similar close in shooters where the farthest view line if 500ft then I would likely feel higher FPS would be a priority. But for things like Skyrim, GTA, FORZA, MSFS-2020, tactical slow shooters (arma and the likes) etc, having the rez is def worth it.
can you run DLSS with a 1440p 60hz monitor?
It has nothing to do with the monitor, it's a GPU side thing. But I don't see the point of using it with a RTX 3080 if you're locked at 60 FPS.
I see your point. Never really gamed in 4K so I wouldn't know.
What I do know however is that I hate playing skyrim with a low frame rate and I really enjoy it more when I'm hitting 90, 100 or 140 FPS rather than 60 with some dips to 50 or 45. 4K must be nice but low FPS irks me, it doesn't matter which game. I think the "FPS only matters in fast FPS" is total BS. It matters in every game if you like smooth gameplay, it's just that some people have more tolerance for that than others.

DLSS makes the game easier to run all the while not degrading graphic quality too much (or at least it isn't very noticeable), so you can hit higher frame rate (or go higher in settings or resolution). You will be able to run DLSS but since your screen caps at 60 FPS you won't be able to see, say 70 FPS.
It's just a bit of a pity to be gimped by a screen when your expensive GPU can display things at higher frequencies or higher resolution. I would say just go in a physical store and compare things. Look how 60 FPS 4K looks like IRL and look how 140 FPS at 1440p looks like and go for what looks the most amazing for you, it's all a personal choice in the end. No one but you can say if you value a high and smooth framerate over high definition or vice versa. And again don't listen to people saying "high FPS is for X type of games" and "4K is for X type of games", it's for you to decide. If you want to play Apex Legends on a 4K TV at 60 FPS with a controller in your couch and that's how you like it, just go for it. That's the beauty of PC gaming, it's flexible.
think is that i am so used to 60hz, that i can't even imagine something better lol. In games i have played thus far, like fallout, skyrim, gta v, i don't really have problems with the 60hz because in my mind, i think that is a norm. Issue is, my current monitor is working fine and if i were to replace it, it would cost me another 400 for a 1440p-144hz? That would kinda push me above my budget atm. I already pulled the trigger on a high end system, but i couldn't find a good monitor which was affordable.
finding a monitor that works is also a gamble.
