Here a video that list some power consumption figures of the entire system, note that the tester is using i9-9900k clocked at 5ghz and running Crysis 3 @1440p using the very high quality preset. The power consumption figure are at 10:02 in the video.
Your power supply should be able to provide enough wattage for your system and the RX590 or 1650 super in theory, however there is also the quality of power supply and how long you have had the power supply to consider.
In my opinion I think the 1650 super would be a safe option if that is all you can afford. I would aim for 1660 super if you can afford it, the 1650 super should still give you a great 1080p gaming experience however. I hope this helps with making a decision.
