can you post picture of your startup? and add/remove programs list?

if you disable the Epic from startup or totally close it do you still get stutters?
I'm starting to run out of ideas and just trusting that you did a good job clean installing and software on there is ok.
Try installing process lasso and see if it helps. If it doesn't just uninstall it. Sometimes it does the trick, also why would you make sure Ryzen Master is running on default OC mode?
Oh ok. Try disabling all audio devices except for the one you using to game. Try disabling extra monitors. set the power limit to normal in msi afterburner.
